Neil Carberry, senior policy advisor at the CBI, said: "The PBS provides a flexible way to manage migration, but it is important that small forms are not priced out. For larger firms the PBS is likely to be a successful innovation, but for smaller firms with less HR capacity, the higher fees and higher responsibilities will be a challenge." The scheme was introduced at the end of last month in an attempt to ensure that people moving to the country through UK immigration have the right skills.

The CBI is a lobbying organisation for businesses in the UK and works with the government and policy-makers in order to try and make British businesses compete more effectively.
