In developing a labour market opinion, Human Resources and Skills Development Canada (HRSDC) will examine several factors.

A positive or neutral 'confirmation' or labour market opinion is necessary for a foreign worker to be issued a work permit.

Some of the factors considered include:

When HRSDC grants a confirmation for the job that the foreign worker has been offered, the worker may apply for a work permit. In some cases, a foreign worker can come without needing an HRSDC job-confirmation.
